Rick was a teaching pro and never really played competitively, so probably didn't really care what his underlying handicap would be - ie, he was never trying to get to a +ve handicap or compete on a tour.
After someone turns pro, they usually don't carry an official handicap. In the UK, you need to play to a 4.4 handicap or lower in order to qualify to turn pro (and then shot a certain score in qualifying rounds).
He's a PGA pro and so doesn't have an official handicap.
